Calling for Expression of interest For Conducting Midterm project Evaluation

PALM Foundation calls for proposals/ expression of Interest from suitable Consultancy Firms / Consultants for the purpose of conducting Mid-term evaluation on two ongoing development Projects of the organization which are being funded by PADEM, Luxembourg.

About projects:

Integrated Community Development project (ICDP)

Integrated Community Development Project (ICDP) is launched in March 2017, with the collaboration of PADEM Luxembourg which is a three year project assisted by the ministry of foreign affairs (MFA) in Luxembourg. The ongoing project has a duel goal aims at 1. Improved nutrition and health status and support for education of children from vulnerable families in plantation and rural communities of Nuwara Eliya district. 2. Increased capacities of local communities in conducting sustainable community development. The ICDP project serves for 4 plantations and 9 neighboring small village settlements in Nuwara Eiya district in Sri Lanka and it adopts an integrated project approach addressing root causes of common socio economic issues that cause children in to vulnerable situation. Improving household food security through the promotion of ecofriendly farming, improvement of basic infrastructure facilities (such as drinking water, sanitation, waste disposal, community centers and access roads), creating livelihoods, community level organizational capacity development and gender equality promotion are prime focuses of the project.

 

Participatory child protection project (PCPP)

Participatory Child Protection Project (PCPP) is a three year project which was commenced in February 2017 and the development collaboration between PADEM and PALM was initiated with this project. The objective of the project is vulnerable children in selected six tea plantations and 9 neighbouring villages in Nuwara Eliya district of Sri Lanka grow and learn in a safer and enabling environment. The project expects address the child protection and child related issues and establishing community managed child protection mechanisms existed in project and creating proper understanding among community on child rights, nutrition and health related to children. Upliftment and creating better access for quality early child hood education is major focus of the project. The main project strategies are establishing of community led child protection mechanisms, strengthening of Preschool development societies, improvement of infrastructure facilities related to preschools and the children’s resident areas and creating livelihood access to the economically vulnerable children’s families.

 

The Objective of the Assignment

The mid-term evaluation shall assess the relevancy of four main project interventions and the trends of progress of interventions contributing towards the project goal. The evaluation expects to identify strategies for enhancing the efficiency and effectiveness of project implementation mechanisms and recommend appropriate adjustments to the project frame work if required.

 

The following are the specific areas of the evaluation:

1. To assess the overall performance and progress trend against the project objectives and expected results as set out in the proposal.

2. To assess the relevancy, effectiveness, efficiency and impact as well as the sustainability of the project: Focussing the project intervention areas of the particular project

3. To document and provide feedbacks on challenges and lessons learned on all relevant aspects of the project

4. To make recommendations about the project, including appropriate adjustments to project implementation mechanism.
